    is it a synonym of a vagrant, like a homeless person?

    could you translate it by "un sans-abri"?

    On le trouve assez couramment. En traduction, oui, c'est un sans-abri. C'est plus parlant avec un verbe: dormir à la dure, dormir par terre.
