    In recent weeks, a blog called Secrets of the Caste of Montecitorio, named after the building that houses Italy’s lower house, has gained considerable traction. The blog has a running ticker of lawmaker perks, including reduced cellphone rates and discounted Fiat cars. The New York Times (subscription)

    See news ticker in the Word Reference dictionary.
    "a coloured strip or band running across the bottom of a computer or television screen, within which the latest news headlines are continuously scrolled."

    Since the blog obviously does not have an actual ticker, I think the article meant it in a somewhat metaphorical way: the constant stream of news items that are posted on the blog scroll down it like the rapid, relentless scrolling of a ticker.
