    Settlement has several meanings but I don't see how any of them would fit here. Which sense of the word settlement were you thinking of?
    I'm thinking of the sixth definition
    6. Also called ˈset•tle•ment ˌhouse. an establishment in a poor area providing social services to local residents.
    Anyway, even I doubt that definition. That's why I think the correct one is 'a living'.
