a soul-steeped voice

Could anybody out there tell me what a soul-steeped voice is? It was used in the follwoing context:

Winehouse's husky, soul-steeped voice belied both her youth and her London origins.

Did her voice touch other people's souls or does her voice "come directly from her soul"?

    It means her voice had a lot of "soul" to it. The best way for me to describe a voice having "soul" would be that her voice moves the listener in very deep ways. That she sings "from the heart".
