A system in which all members share responsibility

In my country, there's a term describing a system in which all members of a family or organization share a member or members' responsibility even if others were not involved or aware of it at all. This accusing system was in place when there was still slavery. If a slave runs away, others will be punished for it.

What do you call this system? I'm not looking for one that's specific to slavery, but one that still stays in use today with the same concept.

    I don't know any expression for it. This exists for some things. For example parents are responsible for any money their minor child owes a store (for purchases, damage, etc.)

    I am sure there is a term for this used in law. Since I am not a lawyer, I have never studied the thousands of terms used in law.
