I just couldn't get the point of the following sentence:

"And that is a waste of easy resources when you come to think that offline sales show an increase of 29% when the tweets are promoted"

Why would it be a waste if the paid promoted tweet resulted in sales increase by 29%?

I would appreciate it if you explained for me.

You failed to give the preceding sentence that explains what "that" is.
The writer is moaning that not enough businesses use twitter and those that do not are wasting an easy resource.
