Can you, please, tell me whether "a way of life" means "a norm"?

"Moral development occurs best in a community where justice is a way of life"

    Yes, but it's a little more than that. When a set of precepts is described as being 'a way of life' there's a sense that those precepts are lived and breathed, and that their subscribers live their lives according to those precepts.
