    I would say that "workers" here is an adjective describing the type of strike
    To an English speaking native the meaning is obvious but I believe it is important to make your point correctly so this question doesn't arise.

    As you know, Worker's Strike and Workers' Strike mean two different things - it is not that hard to add the apostrophe.
