Hi,

Apart from saying: "The basement is downtairs", can we change the order and say "Downstairs is the basement"? Or would it sound awkward? That corresponds to the description of a house.

    No, you would not use "it" here.
    Downstairs is the basement. While not very commonly expressed it is grammatically correct. It would be employed either for emphasis or simply a more colorful form of speech.
