She admitted to feeling fear and despair on learning that she was to become a grandmother.
My first question is: why "she was to become" and not "she was becoming"? I often hear sentences like this one on the news: the violences are to end, President ... is about to visit this country etc.
And the second question (I know that I should make only one question, but it's... still tempting to ignore the forum rules?

    You would not use the past progressive because you do not become a grandmother gradually. Either you are or you aren't.
