accelerate the learning and performing cycle

Can anyone explain to me what in the sentence cited below will be accelerated: "learning" only or "learning and performing cycle"?
It seems to me that "learning and performing cycle" is one entity and the cycle will be accelerated.

Rigorously following through, to accelerate the learning and performing cycle while creating leaders at all levels of the organization.

    I agree: the "learning and performing cycle" is one entity.

    One clue that it is a single phrase is "the". Another is the singular form of "cycle".

    I believe it's both... a single cycle of learning and then performing. To avoid confusion, I would use hyphens:

    to accelerate the learning-and-performing cycle
