Almost. A better synonym would be "hook up to." Surfing is what you do after you have "accessed" the internet.

Sort of. Access to the internet is having the ability to actually get on the internet, whereas surfing the internet is the action of searching sites on it. So to answer your question; yes they could be interchanged, it would make sense, but the phrase 'the ability to access the internet' would be better here.
