accessible by foot / on foot

I've just found a sentence that confused me as I have always been taught that we say : go somewhere bu bus, by train, by tram, by plane, by car, but on foot
so is this a fixed collocation accessible by foot? Can 'on' be used here too? I've found it on yahoo.co.uk

'... this jaw-droppingly beautiful temple is 3,000 metres above sea level and is only accessible by foot.'
