accession/access

are there cases where both words could be used?

In particular, in writing a report on percentage of women who hold congressional seats in certain countries, which es best:

x women had access to seats
x women had accession to seats

    I can't think of any situation where "accession" would mean "access" with the meaning "eligibility to be elected for a seat in Congress". I'd probably use something simpler and clearer: X women held congressional seats.
