I want to know about the differce between according to and under

My sentence is

according to apportioning an inheritance, the Ojukheon succeeded to kwon Cheogyun who is cousin.

Do I say
under apportioning an inheritance,~~~~~cousin.

which one is correct?

    I am not sure that I understand the meaning of your sentence. But something like this might be a better construction:
    "According to inheritance laws, Ojukheon succeeded kwon Cheogyun, who was his cousin." or "Under the law of inheritance..."
    I'm afraid I don't know whether 'Ojukheon' or 'kwon Cheogun' are people, dynasties, or places.
