Hello!

I cannot make ANY sense of this sentence. Well, what I'm garnering from it is that you can only submit evidence of a technical nature if its something that even a layman can understand? How would you rephrase this?

"Technical rules of evidence shall not apply at this hearing but evidence may be admitted only if it is the kind of evidence upon which reasonable persons are accustomed to rely in the conduct of serious affairs."

    "Technical rules of evidence shall not apply at this hearing. However, evidence may be admitted if it is the kind of evidence that reasonable persons are accustomed to rely upon, when conducting serious business."
    It sort of makes sense with a few changes!
