achieve a higher level on/at/with

Currently, language students implement different methods so as to achieve a higher level WITH their speaking skills.

Well, I had written "on" in my homework, but I was doubting between that one and "at". To my surprise, my teacher told me it was "with" the correct one.

It sounds unnatural to me. Could you explain me why at or on are wrong?
