administering/spreading herbicide

The wood pecker feeds on beetle larvae beneath the bark of dead trees. Killing trees by damaging the bark or administering herbicide could create more food for them and help the species recover.

It seems to me that adminitering herbicide means more than spreading herbicide, but I'm not sure what are they. Could you put them down for me? Thanks.

To administer can mean to apply or distribute. One can administer medicines, punishment, or even a reprimand. It's more formal than apply or use.

I think if fits well in the example sentence.

To "spread" herbicide is vaguer, I suppose, almost as if you're using it all around the field, though that could also be the way in which you would administer it.
