About food stamp

These programs are lovely, but they reach relatively few people, and they are expensive. Another strategy is harsher: Copy WIC and limit the foods that food stamps can buy. Such a change could cover the whole country in one administrative stroke.

    To do something 'in a stroke' or 'at a stroke' means to do something swiftly and comprehensively. Perhaps it comes from the idea of doing something with the stroke of a pen, such as deleting a whole paragraph of text etc.

    I should have added that an administrative stroke is one which is carried out by the administration (those who do administration).
