A mai precizat că motivul de revizuire este cel prevăzut de dispozițiile art. 453 alin. (1) lit. a) din C. proc. pen. și, totodată, că adresa a fost emisă ulterior pronunțării hotărârii definitive, iar prin această adresa se atestă fapte și împrejurări care au avut loc în perioada 2008 - 2010 [...]

What is an "adresă" in this context?

Some type of communiqué? But if so, from whom, to whom, etc.?

In the specified context adresă means formal notification or even legal notice or written testimony (se atestă fapte și împrejurări).

As for the second part of your question I can't comment - the context is not specific enough I'm afraid.
