Cuomo met with gay-rights advocates, delivered speeches and held private conferences with legislators in a bid to build momentum for the measure in the face of vocal opposition from Catholic Archbishop Timothy Dolan and other traditional-marriage supporters.

I suppose that "advocates" and "supporters" are the same meaning.
My question is that are they interchangeable?

Not at all. Supporters carries a connotation of passivity, whereas advocates are actively engaged in pushing the cause. Advocates are supporters, but not all supporters are advocates.
