    To affect change is to influence change.

    To effect a change is to bring about a change.

    I suspect that one can effect change too, meaning to bring about change, and I suspect that the journalist has misspelled Obama's words.

    That's how I see it too, Thomas. Thanks for the quick reality check. I think this is just a mistake from the journalist.

    EDIT: It changed what I thought was the intended meaning for me, and that's why it caught my eye.
