affirmative action in recruiting

Hi everyone,

I'm wondering if you can help with the term "affirmative action in recruiting." This is in contrast to "affirmative action in hiring." That is, a business makes an effort to solicit applications from underrepresented groups, but does not take this affiliation into account in the actual hiring process.

I'm confused for the following reasons:
1. There seems to be several possible translations of "recruiting."
2. There seems to be a bit of debate between "discriminación positiva" and "acción afirmativa."

So, I would much appreciate either a set phrase that is commonly used or a suggestion that will clearly express this.

edit: While I'd greatly appreciate any suggestions, if anyone is familiar with a commonly used term that is used particularly in Labor Economics, it would be wonderful!
