ANITA HILL: After a brief discussion of work, he would turn the conversation to a discussion of sexual matters."

"would" was used here. Does this mean the occurence of his turning the conversation used happened regularly? From the context, this "would"doesn't seem that she retrospectively mentioned what 'would' happen at a later time.
