Not really a contraction, just a common colloquialism/phrase meaning this particular meeting will only discuss business matters.

In the United States we refer to some people as "all business." People who just want to get to the point!

Yes, I think in this context it means "(you are) all business" or "(she is) all business" if the man gesturing at her is looking at someone else.
