Waitress Max to a new one: Eight months ago he [the owner of the diner, where Max works] bought it from the Russian mob. Clientele used to be all eastern bloc criminals and crack whores, but then he took it over and ruined it.

Could you tell me what the "eastern bloc" means in the given context?

all eastern bloc criminals = all the types of criminals from the Easter Block countries?

    "Eastern Bloc" is an attributive noun phrase denoting geographical origin - grammatically it is no different from "French criminals"

    In "Clientele used to be all eastern bloc criminals and crack whores" = The clientele, all of it, at that time, comprised {eastern bloc criminals and crack whores}
