    It's because "all work and no play" is treated as a compound subject expressing a single idea, and so we use a singular verb "makes".


    Yes, it's not like "all work" and "no play" together make him dull. It's that because of "all work", there's "no play", so effectively we can say that it's the work that makes him dull.

    All work with no play.
