Hi everybody,
Could someone please help me out of the understanding problem for the bolded phrase below?

Context:
A federal appeals court justice struck down a North Carolina law of this sort, because it suppressed African-American turnout with “almost surgical precision.” But if Republicans appoint more judges, such checks will grow rarer. And if voter suppression helps Republicans to win control of more and more state legislatures, more such laws could be enacted.

    Surgeons must be precise in cutting out bad flesh without harming the good flesh that surrounds it. This is the same case: the African-Americans were specifically targeted and cut out of the voting process so cleanly that other types of voters were left intact. The procedure was so precise that only African-Americans were affected.

    So this was the same outcome that minorities in the us suffered, that's why many polling stations were reduced to guarantee Republicans' winning. Thank you for your clear explanation.
