Does “alternately” mean the World Cup was held first in Europe and then in America?

    For me it's not clear which location was first, although if I needed to decide I'd choose the order given, so Europe and then America. But what alternately means is just that one year it is held in Europe, the next year in America, the year after that in Europe, then America etc. etc.
