always (in present continuous?)

I have read that the frecuency adverb only use present simple!

it is true?

however I have confirmed that this phrase is correct!

    Es regla creo que no existe. (frequency)
    Ej:
    When I lived in Spain, I always/often/never swam in the ocean.
    When I lived in France, I always/often/never went swimming in the ocean.
    When I move to Turkey, I will never go swimming.
    He always leaves his things all over the place.
    He is always leaving his things all over the place.
    He will never pick up his things from the floor.
    He never picks up his things from the floor.
    When he lived with his parents, he always/never picked up his toys.
