amnesty all involved in the fighting

Hi everyone,
in a book about the Armenian genocide, I read this sentence:

The Turks, led by acting mutasarrif, agreed to halt hostilities, amnesty all involved in the fighting, and pull all the guerrillas out of town.

I don't understand the part in bold. I don't get how the word amnesty applies to the sentence and I don't get the structure of the sentence.
What do you think?

    grant amnesty to has been condensed into the word amnesty used as a verb.

    From the WR dictionary:

    amnesty
    v.t.
    1. to grant amnesty to;
      pardon.
