The context is "Have you received an offer of employment in Quebc? If yes, has the employer submitted an official application to the Ministere de l'immigration to validate this job offer made to you."

My question is"Is the official application the employer submitted used to validate this job offer or Is the official application the employer submitted used to let the Ministere de l'immigration to validate this job offer?"

Thank you

The application is a request to Immigration for them to approve (validate) the job offer. The company can't hire you without their permission.

Both. The employer submits an application [form] and the Ministere de l'immigration then consider the application.

    If appropriate,
the Ministere de l'immigration validate the request (e.g. for permission to employ a non-resident) that is included on the application form.

The submission is done by the employer. The validation is done by the government. (In my experience.)

The employer makes you a job offer (as stated in the first sentence). They are not validating it (to you). Only the government has that power.

So a company can make you an offer and you can accept their offer, but your actual employment is dependent on government approval.
