I saw the above in a YouTube video about paraphrasing.

What kind of phrase "en engaging..pace" is? is it an appositive describing the noun "New York City"?

    Since that phrase describes New York but can’t “reiterate” it in the sentence, I’d be inclined to classify it not as an appositive but as a reduced non-defining relative clause or a parenthetical phrase.

    New York City … is one of the foremost tourist destinations in the world. :tick:
    An engaging city with a vibrant and exhilarating pace is one of the foremost tourist destinations in the world. :confused:
    New York City, [which is] an engaging city with a vibrant and exhilarating pace, is one of the foremost tourist destinations in the world. :tick:
