    This isn't a complete sentence, I think there's a word missing.

    It could be "DUE TO an incident..."

    "Incident" just means something that happened, some event.

    The whole sentence:

    In this city, during 2000 to 2007, almost 2,000 patients are receiving hemodialysis each year, and an incident 300 people are starting therapy annually.

    Perhaps, "an additional 300 people"?

    Could this be a transcription of spoken English that was not heard clearly?

    It might also have been "patients were receiving ...."
