When such an individual walks into a room, makes a speech, or is inteviewed by the media, his or her personality traits are evident, if not always easily definable.
About the 3 verbs, walk, make and is interviewed, are they three actions happening chronologically? I mean he/she walks into a room, then he/she makes a speech or he/she walks into a room, then he/she is interviewed by the media.

Or these three actions express three different cases, each of one action illustrates his/her personality traits?

    It's saying when any of those three things happen.
    So:
    "When such an individual walks into a room, his or her personality traits are evident, if not always easily definable. "
    And
    "When such an individual makes a speech, his or her personality traits are evident, if not always easily definable."
    And
    "When such an individual inteviewed by the media, his or her personality traits are evident, if not always easily definable."
