Is it A or B or any other thing?

B. the open secret from spreading
I suppose it is A.

    This is a poorly-crafted sentence. The final noun clause "that the schools..." because of its proximity to "secret" seems to be modifying that word (secret) when it is really referring to the hiring of tutors.
