I can't see any reason for capitalising dictionary. If you said I bought ("actual title"), then I would keep the capital, "The Shorter Oxford Dictionary".

A: I bought an Oxford Dictionary yesterday. Means that you bought a dictionary whose full or abbreviated name is Oxford Dictionary.

B: I bought an Oxford dictionary yesterday. Means that there is a category of dictionaries defined by their association with Oxford, and you bought a dictionary belonging to that category.
