A related point is that commitments are not about sticking to a course staunchly; they should involve willingness to continue a commitment and be open to reassessing the course frequently.
(The Art and Science of Valuing in Psychotherapy; JoAnne Dahl, Tobias Lundgren, Jennifer Plumb-Vilardaga, Ian Stewart)

Would you be so kind as to tell me whether it is possible to read it in either of the two following way:

1) A related point is that commitments are not about sticking to a course staunchly; they should involve willingness to continue a commitment and [they should involve willingness to] be open to reassessing the course frequently.
2) A related point is that commitments are not about sticking to a course staunchly; they should involve willingness to continue a commitment and [they should] be open to reassessing the course frequently.

Thanks.

It's most likely to be 1; but what's more important is that it doesn't matter at all in this context whether it's 1 or 2.
