Hello everyone,

From the book Thank You for Being Late by Thomas Friedman.

I have covered a lot of wound collectors in the Middle East, but, again, it is not universal. The very same Arab Muslim world that produced Nasser and bin Laden, so consumed with lashing out to overcome their humiliation, also produced Tunisia under Habib Bourguiba and Dubai under Sheikh Mohamed bin Rashid al Maktoum, who chose instead to dig deep, embrace change, learn from the other, and build out.

Does "build out" mean to further develop (their countries)?

    I think it is close to that idea, but not close enough: "to expand their horizons" in a figurative manner; to take a broader, more pragmatic and internationalist view in and on all matters.
