I understand what report cards are, but annual BEACH report cards??? is the beach getting some kind of score??? this is where I found the phrase I can't get

Here in Europe there is a system of evaluation of the quality of the water and a different system of evaluation that gives a qualification in terms of a Blue Flag which evaluates 27 different items . So the answer to your question is Yes, it exists a score and annual reports to beaches. Evaluación de la calidad de las playas would be my attempt of translation but please wait for more opinions.
