City reserves the right to alter, at any time, the conditions of this promotion, even to cancel/annul it as long as there is a justifiable cause. City commits itself to give sufficient prior notice of the new terms and conditions or, if it were the case, the definite annulment/cancellation

Gracias!!!

Clarig, I would also recommend the use of "cancel" over "annul", since "annul", has dnorwood points out, has rather more specialized uses.

I would also suggest a minor modification to your translation, which I might add, I thought was excellent.

City reserves the right, at any time, to alter or even cancel the conditions of this promotion, as long as there is justifiable cause, and agrees to give sufficient prior notice of any new terms and conditions or in the event of a definitive cancellation
