I'd like to say me cuesta decir que no in another way because I've already used me cuesta in my writing.
Can anyone give me any suggestions?

"Me es difícil" among some many more that you'll surely get from other "foreros" :)

I'd also say 'me es difícil hacer algo' (=no me resulta fácil), Masood.:)

También podrías decir, "No se decir no" (I don't know(how to) say no).

Me resulta difícil amounts to the same thing.
