Anyone can dress a Michael Caine

The tailor is talking about his clients:
'Do they know what they want? Of course they don't. Anyone can dress a Michael Caine, but can you dress Charles Laughton?
There is an unclear issue, namely article "a" before Michael Caine. Does it mean Anyone can dress like Michael Caine? or Anyone can make clothes for a man like Michael Caine?
Thank you in advance

    Hello sapotn1967
It means the second of your options. The idea is that it's easy to create clothes that make someone like Michael Caine look good.
