applied to/on (paints)

Hello.

While canvas needs to be properly sized and primed before painting with oil (otherwise it will eventually rot the canvas), acrylic can be safely applied to raw canvas. S.

Why "applied to..." and not "applied on"? Can "on" be also used?
Can I say "This sort of paint can be applied on any surface, such as cloth, wood, etc."?

    Hello Dec. I'm afraid it's just one of those "Because that's the way it is" things: we apply things to surfaces:)

    No-one would scream or gasp in horror or faint if you said "This sort of paint can be applied on any surface, such as cloth, wood, etc." ... but it wouldn't sound quite right.
