When you "apprécie qqn" in French, is it strictly in a romantic sense or can you also say this of a friend? I (a woman) have been saying this of female friends of mine and want to make sure I'm not giving the wrong message!

You can also say this to a friend. The best thing is to say : "Je t'apprécie beaucoup".
It won't be misinterpreted ; if you just say "je t'apprécie", it won't sound nice enough.
