Hi,

I am reading this paragraph in ISBP 745:

An invoice is not to indicate:

goods, services or performance not called for in the credit. This applies even when the invoice includes additional quantities of goods, services or performance as required by the credit or samples and advertising material and are stated to be free of charge.

I'm not sure the phrase I underlined is applied to/modifies "additional quantities of goods, services or performance as required by the credit" or "samples and advertising material" or both? I understand it modifies the phrase right in front of it, e.g "samples and advertising material". Am I right?

I would need opinions from native speakers.
