It has been hotly argued that what courses are necessary in primary school.
What courses are necessary in primary school has been hotly debated in recent years.

Are the above expressions pure in English? or which one is better?
Could you give me a suggestion or help me change them into pure expressions in English? Thanks.

    "It has been hotly argued that what courses are necessary in primary school" is not a complete sentence, or is grammatically incorrect as a sentence.

    "What courses are necessary in primary school has been hotly debated in recent years." :tick:
