This is more like "no wonder!" - a reaction in response to bad news. I don't think the current translation is at all accurate, it's too literal.

    Yes.
    It's also said in a sarcastic way, when someone has failed trying to achieve something. E.g.: your partner is having driving lessons and the other day you saw him/her almost running over a man at a pedestrian crossing. You can say this as a sign of shock or dismay.
