Are both expressions correct?:

As a response / In response to the hipocresy of the bourgeoisie bohemian communities appeared.

    "In response to..." is better, since you are using it at the beginning of the sentence.

    If you start the sentence with "Bohemian communities appeared..." then I think you could use either of the phrases you are asking about.

    (Note the spelling: "hypocrisy".)
