    and there was a governor on the heater unit which Feth had deliberately set down so that the heat loss should be measurable.     I'm not sure whether the 'as comfortable as anyone could expect to be ' means 'very comfortable' or 'not comfortable'or 'comfortable in decent degree'. Can anybody tell me? many thanks.

    It means as comfortable as possible under the circumstances. Here, the circumstances are "encased in nearly three hundred pounds of metal."

    "He loved ice fishing -- chopping a hole in the foot-thick ice, setting up a small shelter, lighting a kerosene stove to warm the hut and prepare his coffee. Considering it was below freezing outside, he was as comfortable as anyone could expect to be."
